So this james guys turns out to be Conrad?

Yep. He realizes his replica N7 armour from ME2 makes him too obvious, so he uses a voice filter and wears Alliance armour, keeping his helmet on at all times. Just look at the screenies of him.

I don't see him as a permanent squad member, as you can get him killed in ME1... but hopefully there's another mission where you have to work with him. Something small... but memorable.

 I whould really like to have Conrad as a squad member short time or long time im intrested to see more of that guy
