For some reason, when I get to the elevator, I don't have the option to open it using the security panel....I used multiple walkthroughs to make sure I was at the right spot and spent hours running around the map.  I also went back to a previous save(1 hour back) and this did not resolve the issue.  
I don't have xbox live, but would be willing to purchase it if it would definitely solve the problem.  Any help would be greatly appreciated as I am eager to finish the game and begin Mass Effect 2

Which elevator can't you open??

You fight the geth up top, go around a small maze, go down an elevator, fight more geth, go upstairs watch a cutscene, go back down and under where you just watched the cutscene and ride up the elevator at the end of the hall, bringing you out near the Mako. Hop in the mako go down the passage, get stuck, ride down the elevevator talk to computer, ride up elevator, kill some geth, watch a cutscene and then run for your life against timer and watch another cutscene. So where in all this are you??

Well, it's the first elevator. When you first land on Ilos and get out of the Mako, the first elevator that you have to take which, according to you, goes down.

There are actually 3 elevators on that level. First is a door with a loot box next to it, pretty close to the Mako, right behind where you face the Geth for the first time on the level, this is actually were you will exit back up to get in the Mako. The second is through the maze a bit and goes up one level onto a "deck" area with loot box. The third is a bit further around in the maze after fighting some hoppers and goes down. Last I remember you just click a button and the door opens and you go down on the proper one.

For the game banshee map you need to be at #10 to go down. IF that is where you are at then you have a pretty major glitch and if a reload from previous save didn't fix then maybe an update or replay. This is the first I have heard of this glitch but sometimes that isn't saying much.

Son of a ****, that's definitely the elevator. I've used a couple of walkthroughs and that's the one. Also, I just checked downloadable content and there are no patches so I'm officially boned.

If I didn't love BioWare so much, I'd have a propensity to flip the **** out right now.

Playing on PC and same problem - have got to the security panel, listened to the garbled prothean message and headed back to original lift only to find it won't allow me to call or use the lift. Have tried reloading game, going back to earlier saves but the bug is still there. Any ideas?

You dont go back to the orignal lift.
