Im told there is diffence if you play it before end of me2 or after. Im wondering what will change and what will happen.

Before the SM: Hologram is the Collector General.

biggest difference IMO is the last conversation with Hackett. before the SM you can ask him about what alliance is doing about collectors. after - you ask about the reapers. I found collector answer to be more satisfying personally in context of ME2 story, the reaper answer is more non committal, but more related to ME3

I find it better after the SM. In fact, I do my best to not have to deal with Hackett's message until after the SM because it feels silly to talk to him and then leave that sort of mission until later.

For me, Arrival is the epilogue of the game, and makes most sense as the final mission you do before importing your Shepard. Once you play through it and you know the Reapers are in the Galaxy, its seems stupid and pointless to be focusing your attention on the Collectors instead. That's why I feel Bioware messed up a little by making it available pre-SM. It should have been a message that came in after you've beaten the Collectors.

I just played Arrival before the SM for the first time (last 11 or 12 times I did it after) and it felt disjointed talking to Harbinger through the Collector General, I'd say leave it until after the SM.
