I think I saw somewhere that Bioware will leave the decision of which LI's orientation will be up to the player since nothing was set in stone. If one does not want Garrus to be bi, do not hit on him as an example.
That said, no, please don't make Garrus interested in a dude.
If they do, well, to all you guys who want a relationship with him: Beware of chafing
