I'm against retconning characters as fan service. I think Bioware should keep it simple and have a character's sexuality be determined by whether or not they talked about past lovers and/or showed an attraction to Shepard in previous games. In short, it would work like this:

He/She should not be able to charm anyone into bed even if he/she would generally not be their type. Unless he's given indoctrination powers in ME3, there should no characters that define themselves as homosexual but are willing to sleep with a Shep of the opposite sex, and no characters that define themselves as heterosexual that are willing to make an exception for the Commander.
