Are not part of the council because their lack of diverse skills. The Elcor & Hannar do not seem capable of heavy warfare etc & the Volus do not seem capable of heavy combat either.
There are Spectres, Asari Commando's, Alliance hero's, STG, etc, but otherwise the other speices are very small metion among war ecept for blasto the spectre hannar which is so far fetched & the Batarians and Krogan are non council for obvious reasons.
Is it plausible to assume the non-council species

I think in ME1 somebody (possibly one of the Avinas?) told us that most of the races couldn't meet the responsibilities expected of council races (military and financial contributions etc.) and that it'd be unfair to impose those demands on them.
But I think it's more likely that the council didn't see any advantage in diluting their power and focus by adding more councillors without a significant payoff. The Alliance seems to contribute significantly in ME2, and they bought their admission by taking out Sovereign.
The Elcor, Volus and so on don't seem to be either able or willing to step up and make that kind of contribution.

Just look at the UN and how "easy" it is to get things done for them to realize why the citadel isn't too keen on spreading out votes too much...
When the UN can actually agree to stuff, it's usually too late... Too many interests that are in opposition to each other.
Just imagine the standstill that would have happened if the batarians had been a council member with a vote too. Things would practically had grind to a halt because their interests are almost in direct opposition to the other council races.
Oh... and fear the silent Elcor commandos... They comunicate with each other on a level you will never pick up, litterally shouting battle tacs and recons to each other while you can't hear it.

In order to become a council race, that race has to prove they can take care of and fend for themselves. Thus making sure they're not always asking the other council races for help. Since the Volus, Hanar and Elcor can't do this, they're not made council races. And contrary to what the salarian/turian were discussing in the citadel tower in ME1 they probably never will be a council race.
Quarians can sort of fend for themselves but they were kicked off the citadel after the war with the Geth. Batarians left the citadel after they noticed the council races favored the humans when it came to colonizing the skyllian verge. The Krogan left just before the Krogan rebellions.
