My guess is that larger roles like key npc's and squadmates are being recorded first, with minor npc's and cameos following in the later stages of production.

Besides, I had heard that the voice in the E3 footage was by Mark Meer, presumably standing in for Beattie.

Wrex's voice in the ME3 demo was also a placeholder. A couple of days later a dev tweeted that everyone's favourite krogan had started recording. I assume everyone's favourite krogan is Wrex.

It's possible that BioWare just haven't got round to contacting Michael yet. It would be a shame if they did go with someone else, Michael's VO for Mordin in ME2 was stellar!
I think Meer did a pretty good job sounding like Mordin. I was impressed. That said I'd rather the original VA.

Meer is really talented. Shepard's generally bland, neutral tone is how Meer tries to make paragon & renegade lines sound like they consistently come from one person. That, and Meer does villains or colourfull characters way better.

I think he does a fantasic job as Male Shep.
He doesn't over emote, which actually adds some authenticity to the character. His no nonsense straight to the point voice acting reminds me a lot of some Staff NCOs and Mustangs (Officers who were prior enlisted) that I knew while I was in the Marines.

Anyway, this happened to me with StarCraft 2: In an early demo, they had somebody else do the voice of Jim Raynor and it just didn't sound right. I was worried about it until I saw a trailer for the game very close to release, and lo and behold, the Old Raynor was back. And he's the goddamn main charcter! On the flip side, another major character, Zeratul, got a new voice, but that's because the old actor died. The new VA was also the voice of Saren apparently (and Saren's voice was awesome), and he does a good job, but I still like the old one better. Gave the character a different flavor, you know?
Bottom line: Don't fix what ain't broken, since players take comfort in the familiar and grow very attached to the cast of Mass Effect. However, it is not time to panic. Yet.

Starcraft 2 was weird. They announced a new voice for Raynor and the old voice reprising her role as Kerrigan. When the game launched the old voice for Raynor had been contacted to reprise his role and Kerrigan had been recast. It bugged the heck out of me and I never even played Starcraft 1.
Secondly, this demonstrates again that nothing is set in stone until the game ships. A lot of content was hyped up for ME1 that never made it (Caleston was supposed to be a hub world, you were going to be able to customize the Mako, etc), and the same goes for ME2 (there would have been significantly more Legion). While the examples I provided only deal with stuff that has been cut out, it goes both ways.
Personally, I'm waiting until I can play the demo before I get myself really worked up about it.

Oh, I agree with you. Hale is either hugging puppies or drowning them, and switching between the two makes her sound like she misplaced her meds instead of just got pissed off, but I wanted to avoid baiting. Which maybe I just did. Meh.

I will simply say that some of us fans would have preferred Jacks vision to have been completed rather than to have been aborted two thirds of the way through. Sorry, it's just how I feel. Mansell is a superb talent and I'm quite a big fan of him (in particular the soundtrack to The Fountain) but I think it would have been best if Jack was a part of it.
But then again, this is merely a trend it seems. I thought the ME2 team was perfect but I guess Bioware like messing with a good thing. Oh well. Just my opinion, sorry if we don't see eye to eye.

Nope. Ali Hillis voiced Liara. Ginny was the lead voice director on Mass Effect 1 and 2. Lovely lady!

Id like to say that Wall decided to stop, it wasnt Bioware replacing him.
