Status of cooldowns in ME3 ?

Pardon the interuption;

   In light of the recent revelation that the "locks" on certain powers/abilities in the squad menu have been removed in favor of level-based unlocks in ME3; I would like to know if there has been any word regarding power/ability cooldown? 

   For those that don't know what I'm talking about or have simply forgotten, in ME1 every power/ability that the player used had it's own individual cooldown, (see below video). In ME2 every power/ability that the player had was linked to a "global" cooldown. Meaning that everytime the player used a power/ability they would have to wait for the main cooldown to recharge regardless of what power/ability was used, (see below video). 

Mass Effect 1 cooldowns (***Both are Sentinel class***)

Mass Effect 2 global cooldown 

   The most important difference between the two systems is the timing. With ME1's systems the player can use Throw, then immediately afterwards use Lift , in ME2's system when the player uses Throw they then have to wait in order to use another power. There is most likely a reasonable answer as to why this was done however, in my opinion ME1's cooldown system is superior and should be implemented in ME3.

   With the addition of level-based power/ability unlocks, I think that individual power cooldowns will provide a better experience overall in ME3, giving the player more control and allow them to play the game more to their particular style.

P.S. Sorry if this issue has been brought up before and already resolved. I really wish there was a search feature nevermind, the damn things been staring me in the face this whole time... epic face palm, lol.

The general consensus a while ago (with a poll) was that Individual Cooldown is preferred.

You mean the white text box, with the pic of the magnifying glass in it, and the orange "Go" button beside it? :police:
There is also the option to use google as the search, with the addition of a site restricter, type this into google for example;
cooldown site:social.bioware.com

This will do a google search for the word "cooldown", and limit  the results to those it find on these forums. For a handsfree demonstration on how its done click here.

On topic, yes it has been brought up, and I havent seen any official word about individual cooldowns from the devs in previous topics. Once an answer is given, I'm sure it will make it into Phaedon's Known Features thread stickied at the top of the forum. Just keep an eye on that.

They both have good and bad points. Me1 you could spam all your abilities which did effect game balance, whereas ME2 system imo did slow down ability usage and also i found pushed you into using the lower cooldown abilities over the large cooldown ones.

Personally i'd prefer a hybrid of both system in that each ability has its own cooldown time as they currently have but when you use any ability a cooldown of say 3 secs is started and once that ends you can use another ability. This would prevent the spam of ME1 but doesnt push you to using the lower cooldown abilities over longer cooldown abilities as ME2 does, as the global cooldown stays the same.

I'd prefer global cooldowns, but I'd like it to be separate for Tech, Biotics and Combat powers. Of course to institute this you would need longer cooldowns on classes which can do more than one kind of power like the Sentinel especially.

I liked global cooldowns because they made me think about how to use my squadmates' abilities in tactical conjunction with my own powers. ME1's system made Shepard more versatile individually, but with as long as the cooldowns were, you were sort of screwed if you didn't have Adrenaline Rush to recharge in the middle of a fight. In terms of personal preference, I'm kind of leaning toward global cooldowns, but both systems have features that I like, so I'm interested in seeing what they do with it.
