do i have to be connected to xbox live to play my already installed DLC?

i downloaded the DLC onto my hard-drive and played it on an xbox connected to xbox live
i then took my hard-drive upstairs and put it into my xbox , which isnt connected to live
and when i attempted to play the DLC the game claimed it had been corrupted
but then it all began to work once i connected to live again...
im just not sure what to think
and i dont like the idea of having to try and keep my xbox connected to live...
as i can't get connected to xbox live in my bedroom
and im not playing xbox in the kitchen forever...
so, yeah
...

The issue is, when you download DLC on XBL it provides you with two licenses. The first is a console license that allows any gamertag on that console to use the DLC regardless of XBL connection. In your case this license is tied to the first system in which you downloaded the DLC. The second license is a roaming license that is tied to your Gamertag, which is why the DLC only works when you are connected to Live on the second Xbox.
Instructions on License Transfer can be found here. Also, there are limitations to this service. I think a license can only be transfered once every twelve months, so if you are regularly switching between systems you will want to transfer the license to the system that you don't connect to XBL. This way when you are playing on the connected system you will be using the roaming license and when you are playing on the offline system you will be using the console license.

its the same issue as is outlined in this thread , and the fix is the same. delete said promo pack from the dashboard, and redownload ingame the item(s) that were flagged as disabled. you'll have to do it again for each item that was disabled, so you can obtain all the licenses. for whatever reason, though you download multiple items in the pack, you only get the license to use the specific item you chose on the menu offline.

yeah i found the thread you linked after i posted here and i forgot about this one so did nt edited to say i fixed it by doing those things , thx tho , im glad all my promo pack 2 stuff is now working since the TV i play on has no internet near (it s in the basement while my comp is on the second story) /happy dance
