You want to host an online NWN server right? I will cover the simple procedure here. No in-depth tutorial though, just procedure.
To create:
Open the auora toolset (spelling). You can locate either in the launch menu screen, or in your install directory. Make yourself familiar with the toolset, check some tutorials.
To host:
Locate your install directory and open nwserver.exe. The rest is pretty self-explanatory, just load the module you want to host and pick a server category.
I take for granted that you've windows

You'll find the toolkit aka nwtoolset.exe in the C:\\neverwinternights\\NWN folder. Also found there is nwserver.exe which is the server program (for hosting). Message me if you like more help.

I'll post a longer reply later, for now, you need to get some info on the TOOLKIT - it has a board of its own on this forum, I'm sure you'll find links to myriad 'how-to' PDFs there, and I'll include specific links in my reply later.

Spend about 4 years making a module worth playing, and then worry about putting it online.
There are shortcuts of course if you want to to use pre-fab areas, and base module scripts. Then perhaps in a couple of years you could have something worth playing. Not being negative, really, just realistic.

infact why worry about putting it online at all. start by making a downloadable module and see if you get a good grade. otherwise you will be wasting alot of time on support, that you could have used on improving your knowledge and skills in the toolset. when you got a good feedback you can start thinking about putting it up as a PW. (just remember to think Multiplayer from the very beginning)

Why does everyone always assume PW is what people are planning to make? You can make a module in a week, that is actually fun, unlike so many grand 'PW's out there.

if you read OP post it's quite clear that he want a PW. and not a MP downloadable module. And I agree that there is way to many that want to go the PW way and almost all of them fail. It's easier todo a SP/MP standalone module then to make a PW. if you can't script (or have anyone on the team that can) you should even try making a PW, it will only be a ripoff of all other out there. ie you keep pushing in existing system and don't have anything that makes it unique.
if you go SP/MP you can still have a strong story or setting that will overcome a lack of cool systems.

Open the module editor (launch NWN and choose "Toolset"), start playing around with it, and read the document that Lightfoot linked to. And yes, be prepared to put a lot of time into it if you want it to be any good. Good but quick is next to impossible even for experienced builders.
Also, please tell us whether what you have in mind is a single player module, a multi-player module, or a persistent world. Do you want something you can play yourself, play on a network with other players, or host on a server like an MMORPG?

Also...while getting used to the toolset ,read about what you want in your mod.
example:
Do I want Cep in my module? What version of Cep do I want?
Do I want any haks in my module?
Do I want a subrace system?
What treasure system do I want to use?
What kind of teleport system do I want?
What forge system do I want to use?
What will I use to make the mod persistent if online use is intended.
If is going to to be online, what operating system will I use?
There are many other questions one could ask themselves, but I felt these were pretty important.
