 From the ME1 and ME2 crews which NPCs do you think would make good friends? 

I'd have to go with Wrex and Zaeed personally. Both are badasses and can respect each other.

Garrus and Thane. Both deadly snipers who have been through hell and back, with complimentary personalities. I like to take Thane on Garrus' loyalty mission--if anyone understands how revenge consumes you, it's him.

I always imagined that Grunt and Jack spent a lot of time under the engineering deck getting drunk and talking about how awesome it is to kill things. They're totally besties.

Some of Wrex and Kaidan's elevator convos had an odd friendship vibe to them.

I could see Kaidan and Miranda being frenemies or friends with benefits.

Similarly, I could see Ashley and Jacob really bonding.

Jack and Morinth could be best pals. Both biotics, both brutal killers.

Grunt and Zaeed could have a student/mentor paternal relationship.

Mordin and Dr. Chakwas could have an energetic professional relationship.

Liara is too obsessed with Shepard to really form friendships other than Feron.

Wrex is also not in the market for pals.

Garrus is too busy calibrating to form friendships. After getting his squad killed, he probably thinks he's cursed.

Tali is cleaning up the engine. Who's she going to pal around with. She doesn't trust Cerberus, doesn't really trust anyone other than Shepard.

Samara can't be bothered.

Not the only one. I will take 'em both on more than a couple missions in ME3 if the opportunity presents itself in my Sentinel playthrough. And Jacob (like Ash) is Alliance to the core, even if he likes denying it.

Good friends for each other or for Shepard?

For Shepard it'd be Ashley... and Jacob I guess. So long as Jacob stops deluding himself. Reasons? They won't shy away from telling Shepard the truth.

For each other...Wrex and Ashley. Garrus and Ashley. Tali and Liara. In a weird way, I guess, Grunt and Tali.

grunt and zaeed showed some camraderie on mordin's recruitment mission. I get the feeling that they supposedly talked behind the scenes, because they are on the same deck and right across from each other after all.

And i could see an odd friendship forming between Wrex and Samara
Zaeed, grunt, and Jack as many have said would be great friends also

I find Jacob to be a Calm version of Garrus.  They have similar Personalities and Ideals so i can easily imagine them as friends.
