I talked to Liara in her office but I did not ask her about what kind of
help she needs. I know if you help her you will gain renegade points.
But what if you ignore her and don't want to upload any information she
wanted? what will happen then? I've never done this before....I'm just
curious if theres any interesting will happen if you did not help her at
all in Mass Effect 2.

There are no consequences for not starting those side quests (beside those 5 rene points aren't so bad anyway 
) but as far as i recall, in pre LoTSB times if you do hacking and observer quest BUT point on wrong subject Liara could be killed.
Starting LotSB quest simply deactivated Observer quest but hacking quest outcome is still noticed in one of the DLC dialogs.
