Can't see some shapeshifter abilities in tactics

How come I can't see some of Morrigan's shapeshifter abilities in tactics? In fact, they only show up when I shapeshift but still not all of the abilities show up. Her bear mode overwhelm ability doesn't show up.

It is a double layer of logic that the tactics menu isn't set up to do: if shape-shifted and x condition met then use overwhelm. Some things simply need to be controlled by hand.
