As for the nitty gritty (how many choices per power, what do the choices focus on, etc), we simple don't know anything beyond the fact that the feature exists.

Based on the screen shots it looks like you can only evolve one very small aspect of a power per level, such as cooldown but not others, I imagine it would depend on the points you have...but it would suck it you could only evolve a very small aspect...

Example do you remember ME2 last choise in powers? Same way in ME3, but can have more than two choise and more than one time the choises can come. So, that's why I say it's like tree. Start with one kind power, then split by choise, split by choise again.
