If you have played ME1 and didn't romance anyone in either game, can you start a romance with Liara in LotSB or at least have an intimate moment that can be seen as a precursor to a ME3 romance?

I actually just played through both games over the past few weeks for the first time, and just finished LotSB a few hours ago. In ME1, Liara was my romance option, and in ME2 I went 'all the way' with Tali (also ended it with Jack before it got to that point so I could go with Tali, lol).
Long story short: I was still with Tali, yet I definitely continued my Liara romance, even though I didn't expect I could. Afterwards, I broke it off with Tali, then got invited upstairs by Kelly where she danced for me...
So Shepard is either really charming, or he's gonna have some 'splainin to dooooo come ME3.

What I'm asking is can you start a romance from stratch with Liara in LotSB if you did not romance anyone in ME 1 or 2? Or at least flirt with her or have an awkwardly intimiate moment in what would be a precursor to a romance in ME3?

You cannot. You can only start a romance with Liara in ME1 and it will carry over to Lotsb. At the end of Lotsb you get the chance to either keep your romance going or break it off. Although you can't start a new romance with Liara at this point, Casey Hudson did state you will be able to romance her in ME3 if you haven't romanced her before and are not currently in a romance with someone else.

Ah my mistake, clearly misread your post then. Thought you asked if you could continue your ME1 romance with Liara if you didn't romance anyone in ME2 (hence me saying I was still able to romance her even with a ME2 love interest, so yeah).

I've heard one person was forced to choose between Ashley and Liara in ME1, then during LotSB realised that he likes Liara more and successfully romanced her. I've also heard that if romance progress with Liara in ME1 was 5 (or maybe even 4) it will be possible to "recreate old flame".
But, of course, I'm just old woman retelling others' rumours, so I may be wrong.
