I've been gaming since 1986, and it wasn't true in any period between 1986 and 2011, so did it happen in an alternate universe, or something? Even back in 1992 I can remember people whining and moaning about expansion packs because it meant that they "didn't get the whole game", and it was pretty silly then.
Also, back in the '90s, you were lucky if an adventure game or RPG had 20 hours of real content playing through everything, where ME2 has easily 40 hours in a single play-through, so to pretend you're getting less for your money is crazy. Especially given how much more expensive producing all the art, graphics, sound, voices and so on for a modern game.
There's DLC that's worth complaining about - Horse Armour for Oblivion was a good example, and indeed the extra character DLC for DA2 was another, because he clearly was part of the game that was trimmed off and then made into DLC (presumably he was trimmed as they already had one archer), but I don't think any of ME2's DLC fits the "should have been part of the game" model very well - LotSB was clearly developed much later, due to it's superior quality and techniques, and Arrival you could whine about being "tacked-on" or having a crap plot, but not that it "should have been included in ME2".
To be clear, it's fine to not buy DLC. It's just ridiculous intellectually lazy posing to pretend there was ever a time in post-1990 gaming when there weren't expansion-packs and add-ons and other optional content which cost extra, or that ME2 is an offender when it comes to "should have been in the game" DLC. Save your outrage for genuinely bad DLC.
All that said, ME2 needs an Ultimate Edition, needs it bad. It has so MUCH DLC that it would encourage sales significantly. I'll be surprised if we don't see one within two months of ME3's release (either direction).

In the console world from the Snes to the PS2 you were able to have 40 some hour of gameplay and that was it you had the whole package.
I'm not pretending having less for my money, i know cost are higher (market is also larger), what i don't like is not having the full experience/story in a game before the next chapter. It's not a concern of money, i wouldn't mind paying 75$ for a new game if it's mean having the full experience.
I have nothing against DLC as long as they are optional in order to get the experience. Mass effect always have been marketed as trilogy, so the story must have had some guideline so why not make it complete story wise between each game. You want extra mission, weapon, map or side story fine, just don't make it mandatory to the main plot, especially in a game when the story is that important between every game (previous decision impact future game).
