I bought all of the DLC for ME 2 for the XBOX but I am now moving to PC. Is there anyway I can copy or permanently move the DLC to PC.
Can XBOX 360 DLC transfer to PC?

I don't think EA will give you the PC DLC for free. You'll have to buy it again.

I dont expect them to give it to me free though I was hoping I could transfer my licenses to PC permanently.

It doesn't really work that way. You can't buy an item from a shop keep it for however long and then just come back like "i want the other one now" Same rules with DLC you buy it for one system and you can't just swap it for another one when you feel like it.
