From what we know so far, our statistics from ME2 pass on directly to ME3.
New Shepards can't be left out, it would ruin the whole progression system, if they were. Due to that, I have concluded that right after you begin a new game, you will be given extra points to invest on any skill you wish.
Having to assign dozens of points will probably be a bit overwhelming for some people, so isn't it logical for BioWare to allow selecting some semi-default builds along with classes?
BioWare: Will you make new players pick classes AND builds?

Not too much to comment on because it seems almost certain.
Those who import may have an extra level to begin with for example, like in ME2 starting on level 5. New players will of course need to choose there class and with that comes the ability to choose your build and power usage.
New players dont want to feel over penalised and of course old players want a bonus for completing ME2. The system will be similar to ME2 im sure.
Also old players may want to change class again. That will wipe the slate clean. Allocating points isn't really a daunting experience. The fallout games have you allocating around 50 from the start for example.
