Ouch...that is a tough choice. Considering the fact that humans have other colonies across the galaxy I might sacrifice earth for the good of the whole galaxy. But that would mean a great lose in humanities strength in the galaxy. The advantage to this would be a greater respect for humans from all the other races and maybe more strength and influence in the council.
Actually, sacrificing Earth would almost certainly be the end of human independence. At best, 98% of the human race still lives on Earth, and the number is probably closer to 99%. This is not an exaggeration, either. Earth's largest, oldest colonies have populations between 4 and 6 million. Earth's population is 11.4 billion.
Without Earth as its base of power, the remaining human colonies would almost certainly be conquered by one of the various Terminus systems states. Humanity would be removed from the council since it could no longer protect itself, much less help other races. When the Terminus thugs started attacking, the Turian councilor would, once again, "regret that the council cannot become involved in a purely human matter".
To be blunt, the other races are far more spread out than humanity and can tolerate losing their homeworld a lot better than the Alliance can.
