What happened to our background and pre-service record?

I hope ME3 rectifies this and there's plenty of avenue for that considering we are going to Earth, assembling the Fleets and quite possibly visiting different colonies (go to our homeworld for example).
Also what happened to the Butcher of Torfan, the Hero from Blitz and the survivor of any odds.

Otherwise, yeah pretty much nothing.
I'm pulling for that actually mattering in ME3 too.

I'm pretty sure I've heard somewhere that it will feature more in ME3.

This.
And Shepard had also been dead 2 years, which rendered all previous records useless. And top of that Shepard was working with Cerberus, which is labelled as terrorist organization by both Council and Alliance. And both of them just wanted to keep their distance for Shep, so there were not even chance to get some backround related missions like in ME1.
So, I'm not at all surprised if there were nothing else backround related than some short email's you would get. But I do hope that we would get some backround and pre-service history related assignments or that at least they would openly mention them in ME3. And not just in that trial were they will most likely mention Shep's backround and service history, when they are reading his/hers charges.

Pretty much this. At ME's start, the pre-service record was Shepard's claim to fame. By ME2, he's more widely recognized for his role in the battle of the Citadel.
Personally, even with each unique side quest, I didn't think the preservice history was that important to my character. I'd like it to be mentioned in ME3, but I won't be choked up if they leave it out. Shepard's got bigger things on his mind than Torfan.

Akuze. Sole Survivors' connection to Cerberus.
Nothing? Nope? Screw it, I tried.

I'm not saying that there wasn't an issue between the Sole Survivor and Cerberus. The problem is that the connection felt weak, at best. My pre-service history didn't feel like a part of who my character was, but more like a gimmick. As the player, I never saw Akuze, Torfan, etc. But instead, I'm told that this is why Shepard is a Spectre; it's an important point in his military career. On the other hand, I actively witnessed/participated in the battle of the Citadel, so it feels much more critical to my character's identity. I only ever thought about my past record when another character brought it up.
Pre-service history (in my opinion) would have served a much better role if I was able to actively play through them, like the Origins in Dragon Age.

All there really was in ME1 was a single mission relating to your background and an altering of a little dialogue for your record. That was it. ME2 wasn't a giant departure in that regard, though it'd be cool if it matters a bit more in ME3.
1. One assignment of three that has dialog differences depending on military background.
2. Background exclusive assignment on the Citadel.
3. Certain NPCs' dialog. (Jenkins, Nihlus, Ashley, Barla Von, Eddie Lang, Shi'ira, Priesley, Jeong, Liara, Anoleis, etc.)

I actually consider the preservice history to be a "proto-origin" something they started with ME and perfected with DAO. Granted the ME wasn't a major deal, I still liked it. Even though I don't actually witness it, It still adds a level of depth to Shepard. It gives the character a sense of place in the galaxy . "Okay this is what happened. How does it affect my Shepard?" Sure actually seeing it could have been better, but what we got I thought gave ME a good "in media res" feel.
