I dont think Harbinger is the leader, and I agree with a recent poster who said he wouldn't be surprised if Harbinger was destroyed early in the game. However, with the vast amount of reapers I am beginning to believe there is one BIG reaper and somehow we discover it controls all reapers like a hive mind. Kill that reaper and you shutdown all remaining reapers. Just speculation.
Is Harbinger really our main enemy or the Reaper leader? I think not!

I think Harby's just the one to take over after Sovereign's fail and coordinate the entire invasion plan from the dark space. But I think there'll be some other "boss"-reaper
