Garrus is my favorite, followed closely by Thane.

I didn't really care for any of the ME 1 romances. However, I thought Liara's improved greatly in LotSB.

Tali. I liked the two game buildup. It was sweet and pushed my buttons. And was focused on personality over physical qualities.

Post-Shadow Broker Liara would be my second choice, It was terrible in ME1, but was quite good in the DLC.

I'd probably put Ashley in the #3 spot. Mostly due to hit having the most 'realistic' conversations. Horizon excepted.

Garrus. Even if he hadn't already been my favorite character in ME1, I liked how he and Shepard went from friends to something more. It was refreshing and sweet.

Garrus. After all that he and Shepard went through, they were still there to help each other when it really counted. And despite an disagreements they might hold, they still respect each other enough to work as a team.
Personal opinon really, but it does matter when a friend's there for you through hard times.

I have 5 Sheps, and they all have different LI's.

It would be easy to pick Liara because her romantic arc has had two games to be expanded upon. That automagically makes it the best romance so far, simply because it has the most depth.

Tali and Garrus are just too alien for me. My Sheps can be best buds with them, but there are just too many physical and physiological roadblocks for intimacy.

My favorite is Jack (and she's totally not my type). Behind the emotional barriers and tough-chick facade, she's a tortured soul who you just want to protect and nurture, like some kind of abused and abandoned puppy. I'm a sucker for that stuff. Call me crazy.

I hope she gets to meet her family (in the Shadow Broker's dossiers, you learn that her death was faked and she was taken from her parents by a Cerberus doctor while still an infant).
