Since we're just occupying time til release, let's stretch the question out to all ME1 & 2 squadmates. I'm not just talking who would be highest rank, but in a time of desperate and chaotic circumstances where Shepard is injured in battle and can't lead, who would be best to take control?

My first instinct would be Garrus, but then again he got his squad killed on Omega. So, on reflection, Wrex or Kaidan.

Garrus is the obvious choice, he has experience in small unit leadership and squad level tactics.
The same could be said for Miranda, but unless she manages to show she's no longer a Cerberus drone, people won't trust her as much.

Garrus, by for.... He's no Shepard, and the galaxy would be screwed, but he'd have a god run, until they all died.
I'd say Miranda as a second option, but I doubt she could command the loyalty of most of the squad.
