Garrus has some issues but the most capable of it. After him, i choose Ashley. A krogan commanding multi-raced team is kinda risky.

Garrus: He's lead a vigilante team on Omega for months and 1 turncoat was how they were brought down. The Shadow Broker Dossier says that leadership potential is overshadowed and unlikely to develop while under Shepard. So if Shepard wasn't around Garrus should step up.

Justicar Samara...She's lived a long time and has so much experience... She'll demand respect and I believe she has the ability to lead... Garrus is on top of the list as well...

Garrus is my Shepards protegé so obviously he would be first choice... Otherwise.. i don't know.. Joker? for kicks, He would do a ****** poor job but atleast the team would go to their deaths laughing.

I think it would be Garrus as my first choice... then a tag team, Legion for smarts and either Wrex and Grunt for brute force (and I think they would command respect)... but Garrus is definitely my first choice.

I don't know. My first thought was Garrus, but with such little squad interaction it's hard to tell what the others think about him. In ME1 he spends half the elevator convo's offending people and in ME2 his only interaction is mentioning said elevator conversations and results in Tali threatening him with a shotgun. Not a good sign.
Thinking about it more, probably Ashley. If she can overcome her prejudices and learns to fully trust the alien teammembers of the squad then she would be the most likely to keep everyone together and keep morale high. She also has a lot of combat experiance and is a spectre in ME3.

Well that depends on what the mission actually is doesn't it?
If Shepard where incapacitated during me1 or 2 where it is essentially a tactical mission to defeat a single target in time then it would definitely be Garrus or possibly Anderson.
However Me3 is most likely about building a grand coalition to face the Reapers themselves and I fear Garrus just doesn't display the tact and diplomacy necessary to get the politicians on his side so in ME3 I'd have to go with either Miranda, Kaidan, Anderson, or possibly Liara, now that she's the shadow broker. All of these would have a chance I think at forging the sort of coalition necessary to stand a chance against the reapers (and be a replacement protagonist for me3) if Shepard were to be unavailable for whatever reason.

Mordin for strategy, Garrus for tactics. I don't trust Miranda as far as I can throw her, and Jacob never proved himself to my Shepard. Neither Ashley nor Kaidan struck me as strong leaders, even if they're perfectly capable while following orders or going solo.

If you recall however, Miranda also lost her team to an inside betrayer, just like Garrus.

Uncertainty brings out the best in people - unlike the someone's who's too sure thenselves as it tends to make them overlook things and often times end up disappointed due to the oversight.
But let me ask you this. Why should Garrus not be considering based on being unsuccessful? Shepard been unsuccessful lots of tme, but people still see him or her as the end all, be all for humanity. Shepard should be uncertain as hell with all that pressure put on him/her and I bet this is so despite hiding it well.
