If Shepard was incapacitated, which squadmate would be best to lead?

I am assuming we are talking about who to choose for ME3's story in terms of rallying the Galaxy to fight the Reapers. I am also limiting myself to squadmates in ME1&2.
Garrus, Wrex, and Zaeed are the only characters that have brought together people or a team without the authority of someone else backing them (although Zaeed did have a partner). These people have had to gain authority through their own means. Ashley/Kaiden, Miranda, Jacob have all lead because someone else put them in charge, either through the military or Cerberus/TIM. The rest of the characters have not done any extensive leading. So my choice of leader would need to be someone who has lead through their own authority.
Garrus: He built his squad similar to Shepard, finding people willing to join him and support his cause of cleaning up Omega by taking on the Merc groups. While he failed by trusting one of his squadmates, he can also learn from the experience. However, that mistrust might turn into a detriment in his leadership. Being a turian is an asset as they already have strong ties with salarians and asari, humans will already unite/follow as Earth is under the heaviest attack atm. His major difficulty would be with the krogan, but any species other than a krogan will have a difficult time recruiting them. Might also have difficulty with the quarian, since the strong ties with the council, but this could be overcome with the relationship with Tali, as they have been with Shepard through both games, and Garrus has had the opportunity to help her. Garrus also would know of the saved rachni queen and could have been present when Shepard saved the queen, thus allowing another potential ally. Similarly he would know about the geth heretic split and would be known to and fought alongside Legion (and thus to the rest of the geth). Garrus is the overall strongest choice for me.
Wrex: He has somewhat united waring clans on Tuchanka. This was done just with his strength, will, cunning, and determination. Wrex understands the danger of the Reapers to all species existence, so it is unlikely he would just sit idle by on Tuchanka and not take part. The difficulty would be getting the other species to follow a krogan, and whether Wrex could really trust his allies who have stabbed his people in the back before. Wrex knows and could have been with Shepard when he saved the rachni queen. However, he likely would not have knowledge of the geth split, and Legion could know of Wrex, but their meeting would be brief, and he would not have fought alongside Legion at any time. Further, Wrex might also try to leverage krogan help and his leadership for a cure to the genophage, which would cause further distrust.
Zaeed: Has the most questionable leadership skills. While he helped form and run the Blue Suns, it is easier to get a group of mercs together with the united goal of credits, than to form an anti-criminal task force or unite warring clans. He was also betrayed, which shows a lack of control, loyalty, and knowledge of what is going on in his organization. He would not have knowledge of or be present with the rachni queen, so more difficulty recruiting them. He knows of the geth split and has fought beside Legion. The guy is also a bit crazy and his personality would likely not be easy to get behind in a galactic war.

There's so many good candidates but i must be honest and i think:-
Garrus - Simply put, he can lead a team he proved it on omega, his team died due to team member betrayal, shep's team wouldn't do that. After Garrus the list goes Mordin/Jacob/Miranda/Ashley/Kaidan.
No-one would follow Legion, Tali doesn't have the heart to make big decisions fast (she's just too nice and sweet lol) Wrex is all out nuts (but we love him) Anderson is too rusty (in his prime would be clear choice). Zaeed is too solo orientated. Samara follows the code or shepards commands nothing else (god she's awsome tho!). Liara isn't a leader full stop( i wouldn't want her to die either
) Thane is an' Assassin and i believe him unable to think as a team. Jack needs to be in a looneybin. Grunt has mega firepower but no team brains. Someone mentioned Conrad Verrner..... /wrists need i say more?!

Judging by the events of Horizon encounter with VS no one doesn't want to follow them, because they labeled Shepard as traitor.
My choice will be Miranda or Garrus, both are great leaders especially Garrus if he got his ass out of those bloody calibrations.

The replies in this topic are quite surprising. Garrus seems to be the choice of the majority, and that's quite odd. I would choose Ashley / Kaiden, simply because for me they represent the mirror image of Shepard. I think they're the basic canon romance and very fit to lead if the time came. I was pretty upset when they weren't really present ME2.

It's easily Garrus. He's had a squad of his own, he's learned under Shepard's leadership since he first became a Spectre, he knows what it takes to get the job done, and he has the qualities of a leader.

I can't believe some people are picking Jacob over Miranda. Jacob is as good a leader, without all the attitude problems. I always pick Jacob in my pro-Cerberus playthroughs.

Garrus for sure, followed closely by Ashely or Kaiden. After them, I'd go with Mordin or Vega. Mirand will not be let anywhere leadership (not in my playthroughs anyway) and Jocob, while a competent soldier in his own right, isn't really much of a leader.
Samara could probably do a very, very good job in the short-mid term or panic situation, and would be a rock solid choice as a second. If Sheps last words or even standing command was to get everyone out if she wasn't able to, Samara would dammed well move heaven and hell to pull it off, and could probably hold everyone together long enough to weather a crisis. Long-term though, she's just too chilly and distant to be an effective leader anymore.
Outside of the crew, Wrex would be a legendary leader, and so would Kal'Reeger. Anderson may be a bit long in the tooth, but this woldn't be his first rodeo by any means, and old soldiers tend to still Know Their **** when it hits the fan.

1. Jacob (Best choice for tactical and battle field experience according to his bio. Level headed. A former alliance officer so he was trained to lead troops. Trusted by the crew.)

Jacob- He is a soldier to the bone like Shepard. He's skilled and he knows how hard doing the right thing is (Mass Effect Galaxies). He also has the same values as my Shepard, and he's a leader.
Garrus- Garrus would be my second choice, because as much as I respect him I don't agree wholly with his unaccountable sense of justice. His past experiences would make him more cautious with the lives of the team, but I don't think I would agree with his decisions.

Mordin, with Garrus as the XO. They balance each others weaknesses nicely, and I believe both are liked enough by other teammates to command the required loyalty. Unlike Miranda, who is also at least as famous for making bad judgements as Garrus.
Jacob seems to me to be a follower by nature, and Samara, while more than competent, is not exactly a team player by nature. VS would also be a decent choice, since unlike many ME2 companions, they at least know how military command chain works, and what is expected from a good leader.
