The problem is, if Tali and Garrus are permanent companion, how they will be replaced for the people that have this two characters dead in ME2?
I don't think that they'll be replaced. For example, if Tali died in ME2, and she's replaced by Legion, why can't I have Legion as a companion even if Tali is alive? Why Tali should be placed before Legion?
Would you purposely kill...

Nice thought but they will most likely be replaced so that you have someone to give you the important info only they have (like Wreav made sure Grunt could take the Rite of Passage if you or Ashley killed Wrex,no consequences there...)
