And for your clarification that's correct that's what I was saying in regards to her family she is by association with her relative not getting promoted I just didn't want to take up space with that background sense everyone already knows that part of her family history.
Of course everyone having a glaring flaw on their resume is deliberate but now BW might be shooting themselves in the foot by giving some on shep's team spector status. I mean how is anyone from his team going to be more believable for the reapers are coming then shep already is? The council won't believe them and say shep's nuts would they?

Not of worth, but he did get his team killed on Omega, that's the talent the council is looking for considering how stupid they are.

They're all "henchmen" - they were designed that way.
LotSB even says that Garrus "might" be capable if he stopped living in Shepard's shadow for five minutes.

As mentioned earlier in the thread, Garrus didn't get his squad killed. His team was betrayed and setup by a traitor, and Garrus wasn't even present when it happened.
Garrus is a good small unit leader. Prior to that betrayal his squad was running rampant on Omega, running circles around annihilating merc gangs that had his group massively outnumbered.
But really his being a good leader isn't even up for debate, as it is confirmed as canon during the suicide mission.

As for being a Spectre, while I thought he would make a better one than the VS, he did quit the training the second time. Now, I think he just works best on his own. He seems to chafe under any kind of authoritative restraint and was probably bored with the training.
If he survives ME3, I wouldn't mind the council offering him Spectre status. I think he has the heart for it and by the end of the trilogy, definitely the experience.

He's a poor candidate though with a Council that is either entirely and mostly alien, since he's a member of Cerberus, an outlawed terrorist organization that wants human supremacy. As such Jacob is also technically a criminal. With the Spectres being the long arm of the Council, Jacob wouldn't even be considered for the job with anything less than an all human Council.

Garrus would've made a good Spectre, but that ship has sailed. He'll get more accomplished working with Shepard than being a Spectre.

Garrus was getting the job done. He pissed off 3 of the big movers on Omega. He was getting results; he was just betrayed.
