Oh yes, they did. They fought plenty of phalanxes, and they also came up against the cataphracts of the Parthians, Seleucids and Sarmatians, which were the knights of the day and the most heavily armored fighters to ever see a battlefield at that point in history.
The Romans didn't win because of their armor, which was nothing special, but because of their discipline, tactics, nearly unlimited manpower, and logistics that were outstanding even by today's standards.
That being said, the Romans wore short skirts that didn't even fall to the knee, not that full-length abomination in the OP.

Seriously, some more feminine hair choices or something would be nice -- But a skirt? That's as impractical and silly as Miranda's high heels. Shepard is a military commander whose top concerns are manoueverability and protection. She is there to pump lead into those threatening her people, not put on some pumps and pout her lips!

More cosmetic and customizable options are okay in my book, but like what was discussed before, I would trade everything we have now (make up etc.) for higher quality facial features and skin textures. EDIT: Also, the people who are simply demanding "NO" because they don't want her to be that feminine are wrong. As a developer, you don't focus the content for one specific audience. Some girls want their shep girly, some want their shep more tomboyish. That's how it is. They could solve it if there was more variety.
Actually "NO" is a pretty adequate response to someone asking for a special-forces-space-marine-spectre to wear a skirt in combat.

I could see Cerberus going for a rainbow theme. I mean who knows maybe the Reapers like Rainbows or it's some sort of side effect of indoctrination. Yes a rainbow colored Atlas suit for my effeminate male Shepard!

However, I am ALL FOR armor skirts! Armor Skirts for the squad!!! Nothing in this universe will be more intimidating than my A team of Wrex, Kaidan, Garrus, and Mordin in skirts. Wrex in a skirt the true Scotsman way (quad a'swingin), Kaidan in a mini showin' off the goods, Garrus in a kilt to match his face paint, and Mordin shouting "Pantyhose constriction, quite problematic".

Well most of those appear to be wearing similar "armor kilts" minus the cataphracts, so to an extent I stand corrected.
Even so....armored skirts? ME is light sci-fi enough as it is. You start adding stuff like this and it won't even be light anymore.
