The thing about my list is that it is based upon open one on one combat scenarios that are clearly defined and executed. Thane could probably fairly easily kill Saren given the contract. However, that isn't a test of skill, but of intuition, infiltration, planning, etc etc.

Thane is considered the greatest assasin potentially in the ME world lol...even the shadow broker had files on him that had step by step ways to kill each and every race lol. Also I would still pick Shepard as #1 on that list considering what he has done lol.
Re-read what I wrote. I didn't say that Thane couldn't beat everyone on that list. Same for Shepard. Hell, in a count down round of skill, Shepard would probably come in first. But, going strictly from the lore of the series, Shepard is ONLY out matched by Zaeed + Jessie, and Wrex in one on one fights.
Zaeed would kill Shepard 6/10 times by simply mowing him down. He's got the experience, skill, and luck.
Wrex would kill Shepard roughly the same amount. He's got the size and strength to take the hits that Shepard can't afford to take, thus allowing him to expose Shepard's weaknesses. Once again, not great odds for either side. If someone told me that if I got in my car, it had a 40% chance of blowing up, I'd avoid it like the plague. Its just as much of a example of HOW GOOD Shepard is that he stands this really excellent chance of winning.

Yes, he did. But, like I said, he has great odds when fighting just about anyone.
Saren beat Shepard the first time they fought in a one on one CQC sequence, and only died when Shepard took him down with two other squad mates of rivaling talent. Hence, going off of those experiences, I rate Saren slightly higher than Shepard.
I'll say it again: being on this list doesn't automatically qualify one for victory. It's based off of arena match style fights, in which the winner is clearly defined due to few variables, and clear rules of engagement.

Kasumi could probably turn invisible and hit you with a stun grenade, and Tali could probably summon a drone to attack you, but these aren't really that effective canonically.

Of course I do. I factored that in as well. In a fist fight with everyone except Thane (too quick), and Wrex (too strong--DON'T use the SB as an example) Shepard would probably win. Even then, he/she could probably do some real damage to Krios and Wrex in a fight.
See how complex this is?
But don't understand me people. What I set up was a combat simulation. Shepard is EASILY the most dangerous person in the galaxy all things considered. Shepard has a deadly ship, deadly squad mates, incredibly deadly training, intelligence, will power, intuition, luck, charisma, etc.
But my combat simulation isn't a tribal regime of rulership where the strongest lords himself over the others.
Shepard is deadlier than the others when his/her combat abilities are compiled with his/her other equally impressive traits.

are weapons alone the defining factor to who wins a fight? if so, why is thane so good at it???
if were comparing the characters as is in game, wrex had immunity AND barrier, throw and warp, shotguns and ARs......is there another character that has as much, even shepard?

, anyways Shep is Good, but not a god & if for the fact that he wasn't the protagonist he wouldn't be in the same league as some of the characters in the mass effect universe.
You are right in that Shepard wouldn't be in the same league as some of the other characters in the Mass Effect universe, but only because they are batting in the minors, while he's in the majors.
He is the protagonist because's he's humanity's greatest living warrior, and probably the galaxy's as well. I like Wrex and Zaeed, but they shouldn't be placed above him on a list of the most dangerous people in the galaxy. That is ridiculous, particularly when Shepard may have killed both of them.

Depends...are we talking ME 1 or ME 2...I still say the most powerful Shepard is a Bastion from ME 1, with Bastion, PIstols and Stasis maxed...Shepard can "freeze" a Thresher Maw and then take it out with Marksman from the ground...no help needed.

Luck perhaps, but he doesn't have an edge in either experience or skill.
Shepard isn't a freshly commissioned 90 day wonder in Mass Effect 1. When we are first introduced to the character he's got 11 years of service as a Marine under his belt and in two of the backgrounds he's a hardened combat veteran. In one of them he's a war hero that rallied a ragtag force that included civilians, to defeat an attacking Batarian/pirate/mercenary force that had him massively outnumbered. At some part towards the end of that combat action, we are told that Shep single handedly held off an entire enemy platoon to seal a breach of some sort. In that background he's a modern day Leonidas of Sparta and humanity's greatest living warrior. By the time we meet him, regardless of background, he also has an elite Spec Ops background.
No way Zaeed kills Shep in anything close to 6 out of 10 times.

However, Zaeed has been doing the same kind of things Shepard (War Hero, Sole Survivor, and Ruthless) did for about 30 years. He has the luck. He has the will. He has the skill. He has the instincts. He has the experience. What he doesn't have is the cyborg body, charisma, intelligence (though he's still pretty smart), or team building skills which are all giant stat boosts for Shepard.

I put Miranda over Ash because I'm guessing their gun skills are similar, but Miranda has biotics on her side.
Garrus ties with Thane because of his abilities to deconstruct a threat while in a fire fight. If Thane had been hired to kill Archangel, however, I'm betting he would have won. Thane prefers to work quietly and quickly. In a straight up one on one gun fight he doesn't carry an assault rifle, so he'd have to risk taking on Vakarian with an SMG while the turian sported an assault rifle.
On top of that, Garrus is heavier armored. So in a raw shoot out, Garrus would probably win, assuming that they were using rapid fire weapons. However, it is likely that, with Thane's speed, he could engage Garrus in hand to hand combat, and win 8/10 times.
If they were using sniper rifles, it would be extremely close, but Thane's stealth and agility would give him a slight edge. I'd say Thane wins a sniper contest 6/10 times, but with the full notion that Thane is able to outflank Garrus most of the time.
So in the end, its a pretty fair match up.

Jacob is on that list because he is also a protagonist. He earned his position there, and the fact that you don't like him doesn't detract from that.

N7 Marines > Blue Sluns
Zaeed is a hardened mercenary with combat experience, but he built his reputation as a mercenary not while he was with the Alliance. He's the equivalent of one of those gun toting jackasses that you see in many of Africa's wars. He's dangerous but not a professional. 9 times out of 10 I'm going to go with the Special Operations people than with the unprofessional mercenary fighting for profit.
Zaeed also doesn't even come close to holding a candle to War Hero Shep, who is easily humanity's greatest living warrior.
