Several reasons probably.

1.) He is normal and isn't as much of a force of personality as the other characters
2.) Femshep's dialog with him is horrible. Seriously
3.) His skill set compared to everyone else's is lackluster unless you work a little to get it to work
4.) Switches personality with Miranda after Freedom's Progress. Turning him from a nice, reasonable person to, "Again!? Go away!"

Despite all that I don't think he is the most hated character, unpopular (though I think Kaidan is equally as popular) yes, but unpopularity doesn't usually translate to hatred. Just apathy.

I wouldnt say that I don't like him, and that's the problem. It's important to have characters that you love to hate as well as characters that you love. The problem is that I can't feel anything stronger than mild indifference towards him, which means he adds nothing to my game.

The issue with Jacob, IMO, is that he is too ordinary, stable and generally has no issues. I am almost 100% confident that Jacob is the only character I would actually like to know in real life (okay Kasumi as well personality wise, but the whole master thief thing might get in the way of any kind of stable friendship). Unfortunately, this tends to make him appear boring when stood next to the exotic and extreme personalities that populate your ship. Like a couple of people have pinted out, its not that Jacob is hated, it's that nobody really cares at all about him. He is just not that memorable as a video-game character, particularly one in ME2. Him being human doesn't help, since people love the aliens, but on the same level, an alien can just work as a culture infodump (Tali in ME1) and people will still like them because learning about that culture can be interesting in and of itself for players. Jacob doesn't even have that. Being an awkward-to-use squaddie also doesn't help much.

He is not a super-awesome-cool overly exaggerated archetype like the rest of the squad deariers are.

Because he feels like a filler character and has no interesting background or personality. It speaks volumes of his (lack of) character that a robot with literally no personality(Legion) is found more interesting and likable than he is.

This is part of it for me the other is that they never get buddy buddy(male shep), they should have become good friends like Garrus but it never happened.  So because of that I didn't trust Jacob.

I like Jacob, He's not the most interesting character on my squad; but he is a soldier and one of the people my character could best relate to.

*He's passive-aggressive and occasionally racist ("cuttlebone")
*He's static
*You could remove him from the story and not change much
*"Better man than I" delivered to Femshep

I found him too boring. I liked Kaidan, so it's not the 'boring human male who doesn't have to be fixed' thing, but Jacob himself... He was far too wooden for me. It was like 'sane and doesn't need to be fixed' became his sole defining characteristic. A person can be emotionally stable and still interesting, but Jacob just... wasn't.

I also stopped talking to him unless I intended to romance him with my fShep. It was just too jarring to hear my butch!lesbian!Shepard sound like she's in heat while talking to him.

I also found it very strange when before Freedom's Progress he asked if I trusted him. Dude, I just only woke up after dying. You are a member of a terrorist organization. I don't know you from Joe the Batarian. Was I supposed to say "yes, I trust you, you big hunk of manmeat!"?

After having romanced Jacob with my latest FemShep I have completely changed my mind about him and now consider him the best LI for FemShep in ME2. He is that good calm guy that will have your back no matter what happens. My fav LI:s are still Kaidan and Liara but Jacob has the second spot... ( hoping for Joker in ME3 but that's another thread =) )

Jacob is a bland character the very moment you meet him. Fortunately, the first recruitment mission you'll probably do is Mordin or Garrus so you have no reason to take him to your missions.

Also, i prefer playing FemShep and her lines with Jacob are horrible. You just can't talk to him without flirting. Devs assumed that they created so hot black bro that every beach in the galaxy will automatically try to do him. They didn't.

Also, his ass is so thin its creepy.

You could probably remove every character from the story and not change much. So that doesn't really apply that much to Jacob.

Potential Reasons why people hate Jacob:

1.) Rather bland when compared to the rest of the crew. I mean, he's almost a stereotypical boy scout. Simply put he isn't as screwed up as everyone else on board, and that makes him less interesting.
2.) He's kinda trash in combat. On Insane he is possibly the biggest medi-gel sponge on the crew.
3.) Costume. He really looks like he stuffs it.

Just to name a few.

He is detached and boring, he's not fun to be around, he keeps making depressing comments when you take him out of the ship, he is a jerk to Thane for no reason, he's a jerk to Shepard when he tries to be friendly and he volunteers for something he's not qualified for.
And that's just of the top of my head.

You know what, sure, go on the tunnels Jacob.
Miranda "we need a tech expert in this job"
Shep "I'm sure Jacob will do just fiiiiine" winks.

I never really disliked him, but he was sort of nothing to me for the first couple of playthroughs. Kinda like how I was initially not overly impressed by Ash at first, but she grew on me. I think that coupled with the whole meme thing around here didn't really help. With that said after listening to some Jacob fans around here I gave him another shot and yeah I actually quite like him as a character, he is definitely underrated.

He may have that one cringeworthy scene with FemShep, but he actually has one of the best scenes with her too, so it sort of balances out in my mind.

I never disliked him I just didn't care about him one way or another. He had no drive to do anything at all there was nothing that defined him as a character he was pretty much an empty jug of a character.

The reason why people are so aware of him not being a good character was because he was surrounded by 13 other amazing characters. Jacob is the VS of ME2 the only reason the VS isn't disliked as much is because there were only 3-4 characters around them in that game so it wasn't as obvious that they were also rather empty as characters.

Because players say they want a companion/love interest who is well-adjusted and doesn't need the protagonist to fix their problems.

And then they got one.

He's a mirror for Shepard.

Another ex-Alliance frustrated with the inaction of the Alliance and the Council, annoyed by being burdened by political forces which determined that the truth of his actions and of the dangers of the galaxy had been deemed inconvenient.

He is ambivalent about working for Cerberus, but offers up his reasons (they're getting the job done) his hangups (they have deserved the title terrorist on more than one occasion) but rationalizes that as long as they don't make him go too far and stay after real threats to humanity and the galaxy - like the Collectors and Reapers, he's going to continue the relationship.  And he's never not been honest with TIM about it.

Possibly FemShep's dialog.

I personally love Jacob. I think he is highly underrated.

I'm still hoping we get to go for those drinks on the Citadel at some point. Jacob has obviously never heard of Shep's prowess when it comes to drinking the green stuff.

I'll tell you why I hate him, he constantly offers his unwanted opinion of every goddamn thing I do. Miranda's the XO that's something she'd be allowed to do, Jacob's just some Cerberus merc I couldn't care less what he thinks of my actions or who I bring on the ship. If I wanted his useless opinion I'd shove Miranda out the airlock and make him the XO.

Thank god he finally shuts the hell up when that rocket blows his head off, peace and quiet at long last. There is no greater sin a fictional character can commit than annoying me, the player. Only the violent death of that character can make me feel better.

I preferred Jacob over some of the other characters in ME2. Plus he was the token black guy. Every great team has at least one black guy, and he's it.

He was 1,000,000,000,000,000 (zillion) times better than Kaiden. Kaiden was the character prototype Legion. Monotoned voice, boring speech and dialogue, the guy was a total snooze. Jacob was decent character to bring some normalness to the game, sure his powers sucked and his loyalty mission, but it was better than other. *cough* *Jack* *cough*

well why I think it's the he's too balanced for most people, that's been overused.

So I'm going with Jacob reminds people of that guy at school who was just better than them, better looking, better grades, better with the ladies.

:P
