What the hell is wrong with Jacob?
Personally...I feel he talks too big for a character who is useless in combat and has nothing worth saying. Uncharismatic voice, and a hated slow speaker. Exposition-bot in a very dull way. All the energy in his 'tude and theatrics were wasted. Loads of hot-air about every situation, "lest I forget" that ME2 tries to compel an ultra-macho setting. Completely stolid despite his supposedly renegade status in Cerberus, and his inexplicable position among "the best." I wouldn't rely on him for anything to do with fighting besides maintaining the armory.
They went way overboard just to make sure he wouldn't be Kaidan. Jacob's energy is just wrong, thanks to BioWare being hypocrites. He's completely dull, and yet directing the voice actor to put on attitude is supposed to make Jacob compelling? I could've respected BioWare if they had been simply honest and presented him as someone they weren't committed to doing anything with.

Technicly yes. But Jacob is no longer part of the Alliance and Shepard isn't Cerberus. But that wasn't the point I was trying to make. Everyone else seems more relaxed around Shepard. But still, he's a marine, first and foremost and it's THE Commander Shepard he's talking to, someone humans have completely elevated and is know to be the first human Spectre, best of the best. Something of an idol amongst the Alliance. It's that level of respect he's portraying through conversations with Shepard, even if he does because a little less solider like later on, he still remains very respectful and even admiring.
With Miranda, she isn't particularly interested in Shepard in that manner; she's always been the best in Cerberus, the one most trusted by the Illusive Man (she's even physically met him, something Shepard hasn't achieved) And unlike Jacob, she'll only salute Shepard right at the end, when the Commander has proven to HER they are a competent leader.
Dr Chakwas and Joker knew Shepard previously, hence why their more relaxed attitudes towards the Commander, since they were already familiar with Shepard before the whole Cerberus crap.

I dislike Miranda, but the thing with characters like Miranda is that she has a very strong fanbase that counteracts however many people may dislike her. Same with Tali, Liara, etc. Jacob doesn't have enough fans for that. Doesn't help him that his romance is infamously bad because of "the priiiize".

I won't discount your write-up. Looks good to me, but unfortunately I'll never put it to the test because I do not like having to micromanage my squadmates during combat.
Personality-wise, another negative about Jacob seems to be that he's a cop-out extension for Shepard's potential ongoing resistance to being part of Cerberus. IMO, any and all our conversation choices that allow Shepard to verbalize/act-out misgivings about Cerberus felt like afterthoughts that don't call into question the inexplicable overall "story" of ME2. I don't believe for a second that the Alliance would've failed to listen to Shepard's pleas for the colonies.
So long as Jacob is there to whine ineffectively and provide a token sounding-board for Alliance-loyal Shepards, he's just an excuse for the "story" to isolate Shepard from his/her past. Jacob may have cut ties on purpose (or more likely easily manipulated by Cerberus into believing he had good information) is not the same as our lobotomized ME2 involvement with Cerberus.
I have a similar issue with Tali and Garrus in ME2 as well. 2 years etc., blahblahblah, they had very little of consequence to say, and that's with or without comparing them to their old selves. All of them and Shepard(paragon, I suppose) should've demonstrated more active dislike for Cerberus.

It depends on the class really. For an Adept or Sentinel Shepard, he's easily one of the most useful squadmates. For Vanguard (and to a lesser degree Soldier), both he and Jack are rather pointless. Thing about Jacob gameplay wise is that he is a Utility Character, not a direct damage dealer, which is odd since they stuck him with a shotgun.
Gameplay mumbo jumbo aside, I can understand people's compaints with Jacob, at least some of the more common ones. I said it in another thread, but Jacob was too much of an Exposition Character in ME2, spending more time explaining things to Shepard instead of going into depth with his character. Just like Tali and Garrus in ME2, I'm hoping they expand his character more in the third game.
That said, I'm really sick of the "He was mean to Tali" crap. I can understand people disliking the fact that he was rude to Thane, but Jacob casually mentioned there was an A.I. on board. Considering that Joker spent over half the game complaining about EDI, I think it was reasonable for Jacob to give a heads up to a member of a species that had a checkered past with AIs. Not to mention Tali was the hostile party during the entire convo. <_<
