I ask because on casual it seems to work almost like it's advertised, I hit the switch and enemies that were swarming straight for Hawke will hit the brakes and make for Fenris instead except for maybe one or two which is usually not a big deal as long as it's not an elite or something with twin fangs/assasinate on cooldown of course, lol. But on hard, it seems far less effective, less enemies will hit the brakes and switch over to the party member with the higher threat.
What I don't understand is if it's 100% threat reduction, why I don't seem to actually get 100% threat reduction? Not to mention threat generation reduction doesn't seem to do anything at all. And why does harder levels give negative returns? If it's a game mechanic meant to make the higher difficulties harder, that's fine but shouldn't it be mentioned somewhere so peeps know what their talents are worth? Cuz it's not like there's a pletheria of xp in game to want to have wasted talents.
