Do I have to recruit Samara to finish the game ? I only need one mroe achivement (Finish the game on Insanity) before I have them all in ME2 and this is the last one... But I hit the glitch that won't allow me to recruit her. So am I screwed or can I skip her?

Nope. I've gotten by with only Jacob, Miranda, Garrus, Mordin, Jack, Kasumi, Zaeed, and Thane. And I'm pretty sure the two DLC characters don't really count.
