Does that mean adept/vanguard Shepard should wear one too? Cos I'd be totally down for that, in the name of Looking Ridiculous in Public. (Samara/Morinth rocks it... not sure if anyone else really can.)

Her shoulder has padding too!

Convenient of her shoulder pads to have a giant hole in the middle so you have all of the pointy edges without any of that pesky protection.

I love it. it's the best. I put ashley in light armor anyway so this is right along with my play style! and they fixed the hair bump for Kaidan!

probably (and unfortunately) just different colors.  liara's looks like the Lotsb outfit but with red and headgear

Based on what we've seen of Kaidan, Ash and Liara these are just reskins of their main outfits.

But Ashley's a damn soldier- she's the closest thing we've got to a tank. You don't wear a cocktail dress to a shoot-out, ffs, and that's what this looks like.

it makes no sense for my shepard in ME2 to be wearing such heavy armour. I'm hoping Shepards get more choice, I could care less on what my squad are wearing...

The adept is wearing more armor than she is. At least Liara's protecting her vital organs.
