Yup, that seems to be the general consensus. Personally I do love the outfit, and on Miranda it would look great. But considering Ashley has even stated in dialogue that she prefers solid armor and mocked clothing similar to what she's now in, you have to wonder if her personality was even considered when designing the new outfit.
I don't think Ashley's personality will be changed to much. Maybe they might tone down her "race relations" side since her Metaphor seems to fly over so many people's heads.
No, it may be me just being cynical, but I see this as a change of Bioware's market. In most other games you tend to see female characters with more skin tight armor while guys have massive outfits. Bioware is going the same route, I mean seriously, just look at Kaidan and Ashley.

She didn't have nice looking hair in ME1 due to Alliance regulations and BioWare being terrible at hair in general.

On that note, I find it kind of ironic that Mass Effect, gameplay-wise anyway, is trying so hard to emulate Gears of War, but they don't have the female characters wearing proper armor.

Hehe, yeah that's kinda why I went for it. Gears has a reputation as being incredibly macho, and yet it gives it's female soldiers a much better deal than Mass Effect does.

I didn't really like Ash's leg posturing so I replaced them with Kaidan's because those look more natural to me. Now she's not posing; instead, she's just standing there.

Ashley: Like the return of her classic Phoenix colors - dislike everything else. High-heels? Long hair (honestly don't expect this to change at this point) V-neck? SKIRT?! Seriously? Are we gamers such big perverts that strong, feminine leads have to forsake practicality and protection in their attire so we can achieve a constant hard-on?
Vega: A bit on the large side, but its not necessarily a bad thing. In fact, I now demand that Shepard have the ability to equip armor of a similar design. Oh, almost forgot - what is wrong with his face? He looks...dull-witted to say the least.
Liara: Lame rip-off of Samara. At least her cleavage isn't showing.
