Regardless of how you perceive it, it doesn't look practical in a combat environment, nor will it command respect on the battlefield.
I love with the new AA in ME2 I can now equip Miranda with proper armor, yet take it off while on the Normandy for added believability - hopefully the same will apply for Ashley in ME3.

She had no skirt - it was a coat. And yes, she had light armor, because she's a biotic.

And while Ash wore heavy armour in ME1 that was because her character, like all the ME1 squaddies, was based around her class. Ash was the soldier, so her character had to fit this like Kaiden had to fill the role of a sentinel. Tali was a faceless tech person because she was the engineer. The ME1 squad members were simply the 6 player classes with faces and dialogue. For ME2, Bioware tried to make the characters much more varied and individual, and changed many of them from ME1 such as Tali, Garrus and Liara.
It stands to reason that both Kaiden and Ash will have changed, not just because Bioware will want to flesh them out to be more than just the soldier and the sentinel, but also because of their promotion to Spectre. So it seems silly to argue what Ash should and shouldn't wear based on her character because we don't know how her character has changed in the intervening 3 years between ME1 and ME3. Unless you don't want her to change at all from ME1 in which her character will simply be 'soldier'.
Mass Effect is supposed to be an homage to the great sci-fi films of the past. Bioware said this all through the build-up to ME1. Its why they have the film-grain filter and the synth-based music and all the little references in both games. In things like Star Wars or Star Trek a character's outfit is as much a part of the character as the person is. For example, no matter what the situation Han Solo nearly always wore the same outfit. Does it make sense? Is it accurate? No. But Han Solo just wouldn't be Han Solo if he walked around a spacesuit the whole time. In a sense, the characters are almost meant to be over-the-top a bit.
While realism almost always helps a story, Mass Effect is about making you feel like you are in one of those classic sci-fi universes - that childish desire to be the captain of a starship and fly around the galaxy. Bioware has been able to tackle mature issues in Mass Effect, but the goal with the series all along has been to make an homage to classic sci-fi and emulate the feel of it.
There needs to be a base of realism to make the universe plausible of course, but Mass Effect is above all else a space opera and with that comes an element of melodrama and adventure, so I personally can forgive slightly over-the-top costumes. While you need some realism, Mass Effect isn't about realism. A realistic sci-fi game would have you be the captain of a ship like Icarus from Sunshine (incidentally, I think a game that really focused on total accuracy set in space could be very interesting and there could be so much tension in even small moments - a race back to your ship when you have a suit rupture, set in the total silence of space, could be fantastic if done right. The first time I played ME2 and Shepard emerged onto the CIC of the Normandy as it fell apart, and the only sound was Shepard's breathing, was one of the greatest moments I've experienced in gaming) and while that would be good, its not the experience that Mass Effect is going for. Mass Effect is going for an idealised, nostalgic vision of sci-fi. It goes that feeling you had as a child after you watched something like Star Wars for the first time - that desire to fly around the galaxy in your own ship, exploring worlds, meeting aliens, going off on some galactic adventure to fight the forces of evil. While more mature themes are built around this in Mass Effect, that is the basic premise. So for that reason, I can forgive the outfits not being scientifically accurate.
Besides, its not like Ashley is wearing Leia's bikini outfit.

I know we had something special when we were hunting down the conduit.
I know we had our issues when I was stopping the collectors.

Ditching armor for high-heels, a V-neck and vision restricting hair is not character development - its just stupid.
Would you play professional footbal without a helmet? Or would you go without because "it makes me look stupid!"?

Ashley states she's an Alliance Marine. "It's in my blood" being a defining comment if I ever heard one. This is done in ME2.
Stating that we don't know how she's changed in 3 years, thereby completely ignoring the above evidence found in ME2, seems like a move to make your statement and label people however you want because you don't agree with them.
If the time between ME2 and ME3 is a few months how do you think her change can be justified? How do you justify a departure from what one considered practical and safe to use in combat to embracing something that goes against everything she's known for?

Well said Candidate. It almost feels like half of the issues generated lately are just because people latch on to anything that gives them room to nitpick Bioware. Do I want Ash to have a combat armor option? Sure, I'd love it. But I'm not all that fussed about her current look - I think it's unique and fresh enough and even if I wonder about Vega's hair, I know the character will be interesting to interact with in game anyway.

At least in my opinion.

Oh well. I don't think her outfit/armour/whatever it's supposed to be looks as bad as many here seem to think. But if this change in what's part of her fighting style isn't explained somehow, and doesn't have a proper reason, I'm gonna hit the disapprove button. Hard.
