I think slim is simply stating that the artists are talented. The art and design direction though leaves alot to be desired.

Even then, Bioware > Capcom when it comes to design of females.

I think you're missing Slimgrin's point. It's not the what, it's the how. Given the right art direction, Capcom's artists could create great character models. Sure the art direction in RE5 was pretty ridiculous at times (Excella Gionne, anyone?) but even in those cases, it was beautifully rendered ridiculousness.

Can I just point out that the character classes and the arbitrary restrictions on what armor they can and cannot wear in ME1 is only valid from a meta-gaming perspective? These are just gameplay mechanics. They have no bearing on the actual universe.
There is no reason why Kaidan can't wear thick-looking armor just because his in-game class was restricted to light armor. Especially since ME2 threw out the idea of armor classes.
