Greetings. I was wondering if doing DLC missions/characters count
towards the limit before Horizon? I've just started a new game and
recruited Mordin so far. The last time I beat the game was before most
of the DLC came out so I'm not sure myself.
Basically, I
want to know if I can do all the missions I want before recruiting the
last of the 1st batch of dossiers without them counting.

The Horizon mission is triggered by recruiting Mordin, Garrus, Grunt, and Jack. So long as you leave at least one of these unrecruited you could do all the other missions you want without triggering Horizon. This means you could also do all the available DLC (Zaeed, Kasumi, and their respective loyalty missions, in addition to Firewalker and Overlord) before triggering Horizon.

No. The Collector Ship mission is triggered by five missions, any five missions.
(although it is a bit tricky. It could be five missions, it could be five missions if one includes a loyalty mission, or it could be five missions and eight squad members. Reports vary on what actually triggers this, but about five missions.)
