Just got to Feros and I know that Im supose to go to the tower straight away.
But Im am also aloud to go down and do the sidemissions with the water valves, the animals, geth... But is it mean to be able to do it before the main mission, have the gamemakers forgot to lock it? Because I dont want to cheat!? Because you dont get any questions on fixing the water valves, you just find them by yourself.
Is is negative to do the sidemissions before going to the tower?

I assumed it was meant to be before the main mission, because having Geth in that tower should be a big deal, and it seems to me that clearing them out should be a priority before leaving. The other two quests are less obvious, but since they turn out to all be in the same area, it can be assumed that they are best taken care of at the same time.
Also, you do get to hear about the water valves if you talk to the lady by the pipe near the entrance where you came up from the docking bay. Same with the verran meat and talking to a guy inside the freighter.

The missions do all make a lot more sense if you talk to their respective people first. Even if you don't go right to the tower, I recommend that you talk to everyone first, and then it will be less immersion-breaking.

I did all the sidemissions before I'd even desicovered them via talking to the respective colonists, and before I went to the tower. I guess in terms of urgency if you wished to treat it like it was a real life situation, one would deal with the Geth in the tower before they sorted out the rest of the correspondingly less urgent problems.

Yeah, I always do the sidequests first, sell off the loot I don't want/need, then go off to the main quest.
Plus, it makes more sense, to get them out of the way first, considering what happens when you get back to the colony.
