The term "Talimancer" far predates the release of ME2, I believe.

Their main topics would go into many hundreds of pages, and when they were closed (to avoid breaking the forums?) there was a state of pure anarchy. Guns, knifes, chains, hammers, fists, it was bloody. Eventually their topic would be reestablished and things would return to normal.
Yet one day Stanly Woo announced the End of Line, and they never recovered from this purge. It became less of a problem when said topics were moved to the character forum too. Today they mostly keep to their group, which works in everybody's favor.
Yet while old fanatics may disappear, new ones always emerge. You know of whom I speak.

She's a person, Slimmie. Just because she's inflatable doesn't mean you should call her a blowup doll. You know that hurts her feelings.

But usually when someone is called a Talimancer, it has a derogatory meaning. Talimancer is generally used as being synonumous with creepy fan obsession.
The origins go back to after the release of Mass Effect 1, where Tali was not a romance option. For whatever reason she developed a very vocal fanbase that wanted her to be a romance option in Mass Effect 2. Just about every day there will multiple threads created demanding Tali be romanceable or raving about her hips or voice acting. To make matters worse, threads totally unrelated to Tali frequently got derailed by obsessed fans who went off on unrelated and sometimes creepy Tali tangents. (similar to the Tali sweat thread) It wasn't that her fans wanted her to be romanceable, as that is nothing new. You can find similar threads for many different characters who aren't LIs. It was just that some were so obnoxious about it, and were flooding the boards with it.
Needless to say this rubbed a lot of people the wrong way, and so the negative stereotype of the Talimancer was born.
They are a lot more tame now than they used to be. Bioware making Tali romanceable in Mass Effect 2 quieted a lot of them down. Or at least it confined their obsession to the official Tali fan thread.

From what I know, the name was made to point at the most hardcore Tali's fans, but then the amount of haters and jerky users of this SN, that's one of the hightest I've ever seen, in almost 10 years of forum attendance, gradually extended it to everyone who likes and romance the character. Her fans, normally, don't give a damn of the reasonof why that name was made and they use the term them too, for the lulz, or for troll back who invented it.

Which in and of itself is not a bad thing or a good thing.
There are a few (Very few) Overly fanatic fans who gave them a bad reputation.
And BSN being...well you know BSN the more popular characters get the most hate.
A good example is the hate being thrown at Ashley or Garrus now.
Because hating on Talimancers is soooooo last year, and the hipster trolls can't stand to miss out on the latest hatefest.
