Never said that they did have unlimited money. These character designers would be the ones who would do it. Joker would be a generally easy character to write as long as you can keep his mentality, which albeit doesn't really fit that of a romance at all, hence why I don't support it. The voice actors are under contract so they would have to do it if it was in the game regardless.King Zeel wrote...
As for your argument, you're completely delusional. Bioware doesnt have infinite money. They already have to pay writers, character designers, illustrators, advertisers, game modelers, game level designs, game enviroment designs, producers, creative directions, advertising costs, etc, etc.

Overall, it's a drop in the bucket compared to the other costs, like administration, utilities, payroll, sales expenses and even petty cash.

Priority one is to make an amazing experience that everyone will love. But if 100 people come to my house to paint the porch, things are going to become a massive cluster****. It would be faster if only 5 people were doing it. (I actually just finished painting my porch today.) The job has to be big enough so that everyone on the team has something to do. A Jokermance would not take too many people, so it should be within BioWare's capabilities if they so chose. I doubt they will choose to do so, but they've surprised me in the past. No reason why they wouldn't now.
