I believe it's found on the corpse of a dragon at the Bone Pit (in Act 1). You'll need to get the quest from Hubert in Hightown.

Aye, you should have got a mail from Athenril/Merrin telling you about a job. Hubert is where all the vendors are in High Town. Infact as you first were able to move your character once meeting Varric? Hubert would be about say 3 or 4'o clock from your position facing the steps down to all the vendors. Give or take.
