Er... You honestly shouldn't Romance anyone else when trying to do the Fenris Romance, Though i am unsure on how Issy's Romance actually works or if it interferes with Fenris's.
You have to do Fenris's "Questioning Beliefs" Before doing "A Bitter Pill" To trigger the scene where he encounters Hawke in His/Her home, If the scene isn't triggering for you, you may have done something wrong and or haven't engaged in his Romance.

You shouldn't romance Izzy if you plan on doing the Fenris romance because sometimes the game glitches out and your fling with her ends the romance completely. So it is best not to sleep with her if romancing Fenris. It is possible for you to sleep with her and still romance him but a lot of people (Like me!!) can't. Just some advice from me to you.

OP, you can flirt with companions all you like, but you cannot sleep with any of them if you want to romance Fenris.
Basically, you're going to have to reload to a save prior to when you slept with Isabela or start over with a new character.

That's what i was trying to remeber, Ya' can't sleep with any other Companion if you're going for the Fenris Romance.

The "romance" section of his wiki page gives a pretty detailed breakdown of how to properly woo him.
As far as sleeping with who and in what order, I can't say, other than to point out that Anders or Merrill will break any other romance you are trying to achieve. Avoid the mages if you're trying to get that brooding elf.

^^ The wiki lists the troof.
You can't sleep with any other romancable companion but him...period. The only exceptions being the brothel and Zevran because they aren't "romanceable" in the same sense (see wiki for details).
