As to the looks of her Face I'm not sure, I suspect the artists has something in mind already.
But personally I think a "near" human face based on the actress's general face structure would work really well.
The skin could be almost silver-like (scientifically, over generations it would probably be almost see-through, but I doubt many would find that appealing).

A very smooth silver-like skin then, as to the eyes maybe light blue/white, with a slight glow to them.
These features should also fit well with the "teaser" view one can see through her vizor.

Unfortunately Tali is bald, whether this is evolutionary or not I have no idea, but with long term suits like that any form of body hair at all (calm down you darn horny teenagers) is actually a hindrance in such a suit that her species wear.

Next is how it should be reveal to Shepard and thus the players.

My personal view is that only a 100% romance should make that possible.
by that I mean full loyalty, and full romance, and no cheating on Tali with anyone else.
So if you messed around with Liara for example in ME1, or two-timed Tali in ME2, then you will not get 100% romance.

Now if in ME3 you get 100% romance (I assume you get at least a few chance to screw up your relationship, re: Quarian/Geth conflict etc.),
then I think there should be a dialog option/tree that lead to the reveal.
Think of it as "Good Tali ending A" and "Good Tali ending B".

I hope what I described here is balanced (human vs alien look), and the optional face reveal satisfactory to the majority.


EDIT: (reveal scene example)
Imagine the Good Tali Ending A and B being exactly the same,
Shepard and Tali in some kind of liquid pool (think of it as a special Quarian "healing" pool or something),
through dialog choice you can get either Ending A or Ending B,
A mostly show siluettes, B the same except you see their faces. (but only if 100% Tali romance).
Maybe even a huge spacewindow behind them where you see the Quarian homeworld, roll credits. *Shrug*
(and as the screen fade to black, Tali says to Shepard "Shepard....I'm pregant" roll credits. *laughs* ok that was maybe slightly over the top but *heh*)
