I'd reckon that Legacy will be a relatively short detour that is tangentially to the major narratives or characters. Sometimes, they will contain significant plot points, characters or content that were cut from the game due to time and budget restraints. Or, in the case of release day DLC, good ol' greed. But I have yet to see a DLC that overhauls either the gameplay or story of the main game while fixing it's flaws. I doubt I ever will.
You're expecting too much from a DLC.
I think that's the crucial point. Whether or not you actually enjoyed the gameplay will determine whether it's possible for the game to be 'saved' by DLC releases. As you say, it's outside the scope of DLC to overhaul the game itself.
The thing is, there are many of us who actually quite enjoyed the gameplay. For us, the main issue with DA2 was the pointless story and the recycled environments - it's one thing to enjoy blasting darkspawn and brigands to pieces with fireballs and death clouds, it's quite another to actually feel you're doing said blasting for a purpose rather than just marching through the same room 50 times while following a story that your character has nothing to do with.
Clearly, a DLC that pulls us out of that environment - or at least offers something of importance on the side - would at least make the experience better. But as someone who's already said, ideally this is the type of thing an Awakening-esque style expansion pack would do best.
I mean, look at what Mask of the Betrayer did for Neverwinter Nights 2. It can happen if the developer puts the effort in.
Obviously, I'm not going to pretend Legacy is going to match up to Mask of the Betrayer.... but DLCs could serve as a platform to give us a campaign worth playing, unlike DA2's main storyline.
