I always took it to be quite simple: how would you describe the woman who is transforming into and out of dragon-form every time you meet her? As a cooky old lady, or as a silver fox with metal claws and hair horns?

We certainly know how Varric decided to describe her.

Yes, I guess it could just be Varrics impression of her given that he is telling the story. Someone else mentioned in another thread about the old woman who scared Sandal and an old woman who bought the idol from Bertrand being Flemeth (possibly in the old woman form that the warden witnessed)
