Hello, i made it to act 2 not so long ago, and have not been able to obtain Isavellas Corsolet upgrade, its supposed to be in the store Robes by Jean Luc, but it is not, is this a common bug?

I thought Isabella's corslet was at the tailor's in lowtown.

Here's what I grabbed from the wiki with regard to her upgrades:

 - Act 2 Robes By Jean Luc Hightown: Supportive Corselet. (Gives Isabela an extra rune slot.)
 - Act 2 Apparel Shop (Tailor) in Lowtown: Rigid Boning. (+38 Defense)

There is a bug listed for the corselet:

"Similarly, if the Supportive Corset has been purchased before romancing her, the rune slot will disappear. Using a Maker's Sigh does not restore the rune slot. It may reappear after a save-load or/and in Act 3 though (without a rune)."

Is it possible that you did purchase the armor upgrade but now aren't seeing it because Hawke and Isabela haven't yet had a tumble?

i might have, but i dont think so, i dont recall ever seeing it in the shop
