My new policy applicable to ALL Mass Effect games: Garrus Always Goes.

Most effective combat team ever:
-Soldier Shepard the ultimate special forces weapons specialist for all your killing needs.
-Krogan (preferably Wrex) all the benefits of a powerful biotic (like Liara) PLUS tougher than any other species PLUS heavy armor capable PLUS automatic weapons and close quarters combat specialization (epic maylay, AR / SG training).
-Garrus Vakarian all the benefits of an expert technician (like Tali) PLUS highly combative, military training (armor), and deadly accuracy with Sniper and Assault riffles.

By the way: WREX WRECKS!

So who's your go to squad member, what's your most effective squad, and why?

epic maylay (sic)

I can't tell if that blatantly obvious spelling error was intentional or not. Please clarify.

all the benefits of a powerful biotic (like Liara)

Wrex's lacks singularity (and probably lift as well) - both can disable a room full of Primes regardless of difficulty. Thus Liara is probably a better choice if Shepard doesn't have disabling area effect powers (i.e. if Shepard is not an Adept) and if the opposing force is resistant to weapons damage (creepers, Krogan).

Garrus Vakarian

Depends on the opposing force - tanks (Wrex, Ash) or biotics with area-effect (Liara - singularity is a bit overpowered) might be better against creepers, Rachni, etc.
In ME2 (since this is posted in ME2 section of the forums), however, Garrus is indeed very effective against a wide range of enemies (shields and barriers and, to a lesser extent, armour).
Edit: Also, the AI uses powers reasonably effectively (he spams Concussive Shot against Collectors and Overload against enemies with shields (as opposed to, say, Jacob or Grunt who will just spam their useless shield boost power)

Mine are primarily Garrus and Kasumi...Equip Garrus with his Sniper rifle, he then keeps his distance and stops dying at every opportunity.....For ranged fighting, my Widow toting Infiltrator goes team sniper with Garrus and Kasumi our roaming invisible killer...she calls 'Shadow Strike' and 9/10 I can pick her target, quickly strip the mook of shielding if they have it, or mop up any mooks near her target....With this team I clear a battlefield in record time.

Kasumi is also brilliant for CQC (husks, varren, etc...), she is the least likely to die on Insanity play through...I'm still trying to find who to team her with in these circumstances though...Her flash bangs are perfect crowd control and she shadows out when she gets swarmed....that keeps her alive.

Legion and Tali, to a lesser degree Garrus for synthetics on Insanity....Legion and Tali are team kill with synthetics.

EDIT: Just discovered Thane's talents on my Insanity run...he is indispensable on Insanity, especially up against the Collectors.

My all purpose team would have to be me as an Infiltrator with dominate bonus power, Miranda for her tech/biotics and Kasumi for her stealth attack. With this team, I can hack any mech or trick any organic to fight for me while Miranda either rips apart biotic or tech shields and Kasumi sneaks up from behind with a great left hook.

As for ME1, I go as a Vanguard while I bring in Wrex and Tali. I manuver along the field with a shotgun, the techy hacks shields and the tank shoots the crap put of the biggest thing in the room.

I can't decide.

Garrus, Ashley, Vega, Legion( BETTER BE BIOWARE!) and possible Prothean squadmate.
