There could be severel reasons for that. One popular theory is that TIM has managed to destroy the SB base by the time we get Liara as squadmember. Wiping out the SB would be an ideal first strike for TIM.

Meh, it just defeats the purpose of going through all that trouble of killing the Shadow Broker and making her the replacement. The whole thing reeks of the devs wanting her to be center stage again.

Cannot really argue against that. Perhaps they justifies it by having her manage to find the clue to the deus ex machina before the base is destroyed. But this is getting off-topic.

It never occured to me, that he could be a potential Love Interest for FemShep.The more I hear it.The more I like the sound of it.

Although if you ask me TIM would be the ideal romance for ALL femsheps. He's charming,charismatic,attractive,wealthy and powerful. He has everything to make a woman happy.

I do think he's one of the only characters -on your side, anyway- who could go toe-to-toe with Commander Shepard, and this is part of what makes him so attractive to me. I really dislike an uneven distribution of power when it comes to love interests, which may be why my Canon Shep never went after any of the ones Bioware had to offer. They always seemed to be standing in Shepard's shadow.
TIM, on the other hand, appears to be the perfect foil. This is, as Seboist pointed out, particularly evident if you're playing Renegade (or Renegon, in my case). If I may borrow from a trope, they pretty much encapsulate the idea of 'Red Oni, Blue Oni'. Allow me to paraphrase.
The Red Oni -associated with passion, wildness, and defiance- is (of course) Commander Shepard. Although often as intelligent as his or her counterpart, this archetype is much more emotionally driven, impulsive, and physical. Whereas the blue oni puts a lot of focus onto higher goals, causes, or codes of behavior, the red is usually more concerned with people- thus, (s)he often comes across as the more humanitarian of the two.
The Blue Oni -intellectual, proud, and cultured- is the Illusive Man, Shepard's polar opposite. They are strategic where the Red Oni is direct; calm and composed where the other is reactionist. While often respected by others, Blue Oni archetypes are difficult to read, and often have a mysterious or unfathomable quality to them. When written as villains, they're usually utterly ruthless- ready to do or sacrifice anything (and often anyone) in order to accomplish their goals.

...Anyway, backtracking for a moment to the TIM/FemShep debate, I've become so tied up in their dynamic that I have a hard time picturing my Shep with anyone else.
Naturally, being a Sole Survivior, this is the source of a lot of friction on her end. Admitting that you've developed feelings for the man who indirectly massacred your unit, and slapped you with a boatload of emotional trauma, has got to sting.

It's too bad ME2 doesn't allow Shepard to confront/question TIM about the whole Akuze incident. It would have made for a very personal anti-Cerberus playthrough or a very interesting pro-Cerberus one where Shepard has a "twisted" sense of appreciation for making him/her into the person s/he is.
