Din Korlak is entirely reasonable. He's concerned about the fate of the volus people and the lack of influence they have on the Council. That said we don't know if he's actually a spy for Cerberus or not.
Udina being turned into an overt badguy is bad writing and bad design.

But ME2 did the same with the Asari too. They introduced a lot more bi!tchy, annoying, condescending Asari, both mercs and civilians, to off-balance the idealized housewife/porn star types in ME1.
And yet people hate the Volus but continue to love the Asari. It's a great mystery.

Okay, really. The Alliance calls him "extremely deceptive and prone to illusion," basically, with the term "illusive," and his response is "yep, that fits" and starting to call himself that. Why did it come as any shock to learn that he was in many aspects totally dishonest?laecraft wrote...
